Rule 134
Proposal to cut spending
(1) In order to reduce the expenditure amount of any title, the following proposal may be presented :-(a) That the expenditure amount of the title be reduced to one rupee, (b) That the expenditure amount mentioned in the expenditure amount of the title be reduced, or (c) The expenditure amount of the title be reduced to one hundred rupees to be reduced. (2) The proposal presented that "the expenditure amount of the title should be reduced to one rupee" shall be deemed to be presented to express disagreement with the policy contained in the title. The member giving notice of such a proposal shall clearly and realistically disclose the policy he wants to discuss in the notice. The discussion will be limited to the specific point or points mentioned in such a proposal and the members may suggest an alternative policy. By such a proposal, it may be proposed to reduce the amount of expenditure mentioned in the title in lump sum or to cancel any sub-heading of the title or to reduce the expenditure amount of such sub-heading. In the notice to submit such a proposal, the subject to be discussed should be explained in a concise and realistic manner. When discussing such a proposal, it will only be discussed about how frugality can be done. (4) The proposal presented that "one hundred rupees" should be "reduced" in the expenditure amount of the title will be considered as a symbolic reduction proposal presented to reveal that the proposing member is not satisfied with the matter within the responsibility area of the Government of Nepal. Only the specific points of disagreement mentioned in the notice given to submit such a proposal will be discussed.
